cmd/syncthing: Clean up deadlock envvars

So STDEADLOCK seems to do the same thing as STDEADLOCKTIMEOUT, except in
the other package. Consolidate?

STDEADLOCKTHRESHOLD is actually called STLOCKTHRESHOLD, correct the help
text.
